In 1988, the Ministry of Health granted the Municipality of Ioannina, and later the then DETAI (its successor being DIANETAI), the use of a five-acre plot and a partially completed building in Limnopoula for the creation of sports facilities. The building of the Pamvotis Rowing Center (KE.KO.P.) was completed in 1989. Since 2014, it has housed the Municipality of Ioannina’s homeless shelter facility.
